HB 2188    RELATING TO ADMINISTRATIVE PROCEDURE       EDB, CPC
HD 1       Ensures that whenever an administrative rule is
HSCR 301   adopted, amended, or repealed, the rule conforms to
        the related statutes.    Gives  head  of the agency
        affected    by     administrative     rules    more
        accountability  for  compliance  and  conformity to
        statutes.  Allows an interested party to appeal the
        adoption  of  a  rule  by  filing  a  petition  for
        regulatory review under  the  Hawaii Small Business
        Regulatory Flexibility  Act  (Act  168,  SLH 1998).
        Extends the sunset date of  Act 168, SLH 1998, from
        June 30, 2002, to June 30, 2006.

HB 1863    RELATING TO ADMINISTRATIVE RULES           EDB, CPC
HD 1       Requires that rules adopted to comply with federal
HSCR 350   law shall  not  impose  regulatory  requirements in
        excess  of  federal  requirements,  except  where a
        statement of  justification  is  included  when the
        rules are submitted for approval by the governor or
        mayor of the county,  and  a  copy of the statement
        and the  rules  are  subsequently  submitted to the
        next legislature.

 
HB 1865    RELATING TO BOARDS AND COMMISSIONS         EDB, CPC
HD 1       Provides that 30 days after submission of an
HSCR 351   Auditor's report to the  legislature finding that a
        professional or vocational board or commission of a
        regulatory  program  not  listed  in  section 26H-4
        fails to advance  the  public interest as expressed
        in  policies  identified   by  the  Legislature  in
        section 26H-2, and  recommending  that the board or
        commission be abolished,  state  maintenance of the
        board  or  commission  shall  cease,  the  terms of
        members of board  or  commission  shall expire, and
        further appointments  to  the  board are prohibited
        unless disapproved by two-thirds vote of either the
        senate or house  of  representatives or by majority
        vote of both.

HB 2187    RELATING TO ADMINISTRATIVE RULES           EDB, CPC
HD 1       Requires that rules adopted to comply with federal

HB 1387    RELATING TO NURSES                         HLT, CPC
HD 1       Requires 1 registered nurse member of the Board of
HSCR 319   Nursing to be an  APRN.    Replaces 1 of 2 licensed
        practical nurse Board  members,  upon first vacancy
        after effective date, with a registered nurse Board
        member.

HB 2744    RELATING TO CONDOMINIUMS                        CPC
        Requires mortgage  holders  to  pay common expenses
        while foreclosure proceedings  are  pending, if the
        unit is being rented.

HB 2846    RELATING TO CONDOMINIUM PROPERTY REGIMES        CPC
        Requires the  association  of  apartment  owners to
        represent all lessees in lease rent negotiations.

HB 2310    RELATING TO THE SALE OF RESIDENTIAL CONDOMINIUM
        APARTMENTS TO OWNER-OCCUPANTS                   CPC
        Streamlines owner-occupancy  sales requirements for
        condominiums.

HB 2425    RELATING TO CONDOMINIUM PROPERTY REGIMES        CPC
        Clarifies  that  projects  created  as  condominium
        property regimes under chapter  514A are subject to
        county  zoning  and   other   county  building  and
        development ordinances and rules.
